You do not need a driving license to drive a cabin car. The mobility scooter is designated as a class 3 invalid carriage. mobility vehicle are not legally defined as a motor vehicle and, therefore, you do not need to have a driving license or take a test.
If you own a Cabin Car you do not need to pay road tax. However, class 3 vehicles do need to be registered with the Driving and Vehicle Licensing Agency (DVLA).
